1619(a) & (b):
1619a is a pot of money legislatively ear marked for SSI recipients
who earn over SGA. There is no difference in the the person's SSI check
the money is taken out of the 1619a money pot instead of the 1611. Money
for an SSI cash benefit continues until earnings reach the Breakeven
Point (BEP). BEP is the amount of gross monthly earning that reduces
a person's SSI cash benefit to zero. To calculate the BEP, multiply
the current FBR by two and add the current Earned Income (EIE) plus
General Income exclusions (GIE).
1619b is Extended Medicaid
To Qualify, Individuals Must:
- Have received either a 1611 or 1619a SSI cash benefit the month
before 1619b eligibility,
- Have gross earnings below state threshold amounts (except in MO),
- Continue to experience a disability or be blind and under age 65,

- Meet all other requirements for SSI payments other than earnings,
and
- Need Medicaid in order to work,
- Need is established by asking the individual these questions:
- 1. Did you use of Medicaid in the last 12 months?
- 2. Do you expected to use of Medicaid in the next 12?
- 3. If you should become ill or injured in the next 12 months
would you need Medicaid?
At least one of these questions need to be answered YES to continue
1619b eligibility. 1619b eligibility is reviewed every year by SSA.
SSA Claims Representative determines 1619(b) eligibility when SSI cash
benefits stop and notifies the state agency that administers Medicaid.
Involved parties should monitor SSI benefits and contact SSA to confirm
1619(b) determination if/when cash benefits stop.
